The laws: 
Both Vegeta's and Bardock's clan belong to the royal family, so the two families rule at the same time! 
Everyone in this family rules until they are 50, so whoever is oldest and under 50 rules! 
When the current ruling Saiyan is 50 years old, the next one will come! 
However, all those who have a difference in age of less than 5 years rule together! 
(Note from the Aut.: Because it's so complicated an example! That would be like this: Vegeta, Goku, Raditz and Tales rule together, when the youngest is 50 (i.e. Tales), Gohan rules, when this 50 will rule Trunks, Goten and Su-chi together etc.) 
1. If another Saiyajin is killed, the murderer is executed; other races may only be killed during war.

Everyone looked at Celipa, confused. "Shit ..." one heard from one of the two. Then the others saw what was going on: The two Saiyajins came crawling out of a kind of secret passage. Celipa: "I thought so !! Why don't you want to?" "Because that's boring!" "Exactly!" Celipa: "Well ... if you don't want to ..." Bardock: "Then Vegeta rules alone and Gohan can become ruler sooner! " 
Raditz: "Who?!?!?! About the little dung toad from Kakarott's son ?????" 
Gohan: "I'm not a dung toad !!!!!" 
Suddenly Vegeta: "Stop it woman !!!!!" 
Everyone looked at Vegeta, confused. Bulma had clawed at him out of sheer fear and stuttered: "D .. d ... a .... da ... da .. da ..! No! Not that one! Not that one !!!!"
